Issues Issues Issues too many issues!

Constitutional Amendments:

AMENDMENT 1     No

English Language  Simple Majority   Yes or  No

Just a waste of time & money when Sign Language

is the 2nd most used language in our Court Systems.

A teacher was reprimanded for speaking Spanish to

Hispanic students on a playground in a state where this

law was previously passed. On our ballot to motivate

“Republican base” types to turn out.  “Bosnian” is the 2nd

most used language in the St Louis area school systems,

after English.  So why? to turn the Republicans out!

AMENDMENT 4    YES

Stormwater Control Projects   Simple Majority   Yes or No

Limits grants and loans to publically owned Water & Sewer

Districts, leaving out private water companies. Changes in

federal regulations prompted this amendment.  It estimates

savings, does not increase costs to local entities.

Statewide Propositions:

Prop A Casinos & Gambling    NO

  Simple Majority     Yes or No

Kirkwood, Webster Groves, Lindbergh, Parkway School Districts

will NOT see any money from this measure; nor will the majority

of our county’s School Districts. Yet it gives Casinos a CAP on

competition, closing down forever any new competitition. And we're

selling out for only a 1% tax increase. We should hold out for more

than 1% and we should ensure all schools districts see benefits

before we sell our souls  to the Casino Lobby ....again. Both

gubernatorial candidates Hulshof and Nixon say NO.

Prop B In Home Healthcare YES

Homecare Council      Simple Majority      Yes or No

Helps seniors and the disabled stay in their own homes

longer, if capable, instead of going to a Nursing Home.

Currently available under some private providers and now we

want to offer this to Medicaid recipients.  It is estimated there

are no costs or savings to local governments.  Matching Federal

Funds could reduce state costs too.

Prop C  Renewable Energy  YES

Renewable Energy    Simple Majority     Yes or No

Requires investor owned electric utilities to generate or purchase

a percentage of their electricity from renewable energy sources

such as solar, wind etc

ST. LOUIS Countywide Issues:

CHARTER COMMISSION   C    NO

Charter Commission     Simple Majority       Yes or  No

This is a formality required by law of county voters every 10 years.

It’s a waste of time and money to do it again so soon.

Prop 1 Community Children’s Service Fund  YES

Community Children’s Service Fund   Simple Majority  Yes or No

Sales tax increase of one-quarter of one cent in St Louis County

that would be used for “at risk” kids ages 0 to 19 years old. Helps

with substance abuse issues and mental health issues for kids.

Prop I  Capital Improvements BOND Issue   Neutral

Improvements to Buildings & Facilities   Simple Majority  Yes or No

No tax increase. Can create jobs. County buildings are run down.

County officials wants to locate services out of expensive Clayton

to help “decentralize” services by locating them to where citizens

live. Plans seem to favor North County. There is talk of selling

valuable Clayton Real Estate to Enterprise Leasing, and building

a new Crime Lab and leasing out the old Seven Up Building.

Prop M Public Transportation       YES

Public Transportation   Simple Majority   Yes or No

Sales tax of one-half of one cent. Will help MetroLink expand

To Westport Plaza & North County. Also helps to keep current

buses running to Meramec Junior College & additionally would

help to halt current planned bus service cutbacks.

Prop H  Taxes Out of State Purchases   Neutral

Use Tax     Simple Majority     Yes of No

Applies to purchases in excess of $2000 annually, creates local

“use tax” of 1.85% on internet purchases and out of state purchases.

Relies on self reporting. We loose sales tax dollars that could sup-

port local bricks & mortar infrastructure. Local retail businesses say

they are at a disadvantage when they must collect sales/use taxes

& this drives BIG purchasers of large ticket items to buy out of state.
